When is the best time to buy electronics?

It always seems that after you buy a new laptop, television, or DVD player, bigger and better things are released. I am wondering if there is a trend in the release of new electronics?

Right before Christmas? At the end of the summer?

I am looking into buying a netbook now, but I will wait until the end of the summer if new things will be coming out.
I am not concerned about price, just the technology.

    Prices fluctuate. The best time to buy is when you need it and you have the money. There will always be a better price.

    The back to buy computers is late july and early august during the best time to buy computers.
    The best time to school times.
